Frequently asked questions

What is the National Invoicing System (JoFotara)?

JoFotara is Jordan's national electronic invoicing platform, run by the Income and Sales Tax Department (ISTD) together with the Ministry of Digital Economy and Entrepreneurship. Each invoice is sent to the system and must be validated before it reaches the buyer. Once the department validates it, the invoice comes back to you with a QR code the department issues.

Who must issue invoices through the system?

Every seller of goods and every provider of services, including professionals such as doctors, lawyers and consultants, whether or not they are registered for General Sales Tax. A business that is not registered issues an income invoice with no tax. Since 1 April 2025, every invoice for goods and services must go through the system or through software linked to it: business to business, business to consumer and business to government.

Are there any exemptions?

Yes. Article 4 of Invoicing Instructions No. 1 of 2019 names nine licensed activities with annual sales under JOD 75,000, licensed trades with revenue under JOD 30,000, and bread-only bakeries under JOD 150,000. Later amendments added more sectors under the JOD 75,000 ceiling, so check the current text for your activity. An exemption is never permanent. The business must actually carry on the activity, and the Director can impose the obligation once there is evidence the threshold was exceeded.

What is the General Sales Tax rate in Jordan?

The general rate is 16%. Reduced rates also exist, and some goods carry Special Sales Tax, depending on the activity and the item.

Can I edit an invoice after it is issued?

No. A submitted invoice cannot be edited. You correct it with a return invoice (credit note) that carries code 381 and references the original invoice. It covers quantities only and cannot exceed the original quantity. The approved technical specification (version 1.5) defines no debit note.

Who issues the QR code on the invoice?

The department issues it, not your software. The code comes back in the system's response once validation succeeds, it must be printed on the invoice, and anyone can check it in the Sanad app through the digital document verification service.

What happens if a business does not comply?

An invoice not issued through JoFotara is not accepted as a tax document, so the buyer loses the General Sales Tax input deduction and the expense is not recognised for income tax. Fines run from JOD 200 to JOD 500 per violation and double on repetition, on top of exclusion from government tenders.

Is Qoyod integrated with JoFotara?

Yes. Qoyod connects directly to the National Invoicing System: the invoice is sent for validation, and once the department validates it, it comes back with the department's QR code on your invoice, with no manual steps.
