The expensive part of the Jordanian mandate is not compliance itself. It is entering every invoice twice, once for the system and once for the books. In Qoyod you enter it once.

This is the practical difference: when accounting lives somewhere else, a cleared invoice is still a loose document waiting to be posted, and you find out at close or at filing time.

General Sales Tax

Jordanian tax is not a single rate

The standard rate is 16%, but the Jordanian market also runs reduced rates, exempt items, and a Special Sales Tax charged on top of the general one. Qoyod calculates at line level rather than invoice level, so the return matches what you actually sold.

Special Sales Tax

Items such as fuel, cars and tobacco carry Special Sales Tax in addition to General Sales Tax.

Zero-rated and exempt

Two different things

Exports and free zones are zero-rated and keep the input credit. Exempt items such as bread, education and healthcare carry no credit at all.

Corrections after issuing are made with a credit note tied to the original invoice. A cleared invoice is never edited after it is sent.

Rates and schedules change by official decision, so check the text in force with the Income and Sales Tax Department before you assign a rate to an item.

What separates an invoice that goes through the system from one that does not?

The mandate has applied since 1 April 2025 to every seller of goods and every service provider. The difference is not cosmetic: it decides whether your document counts as a tax document at all.

  • It is not accepted as a tax document, so the buyer loses the right to deduct sales tax.
  • The expense may be rejected when income tax is calculated.
  • A fine between 200 and 500 dinars, doubling on repeat offences.
  • Exclusion from government tenders and procurement.

  • Built as UBL 2.1 and submitted to the system, then cleared by the Income and Sales Tax Department.
  • Returned with a QR code issued by the Department, which the buyer verifies through the Sanad app.
  • Carries the tax number and the mandatory business details on every document.
  • Stored in Qoyod with its journal entry, and corrected by a credit note tied to the original invoice.
