Agile Organisation

Term in Qoyod's Business Glossary. Practical definition with examples from the Saudi market.

What an agile organisation is

An agile organisation (المنظمة الرشيقة), a subject also discussed under the name organisational agility, is an organisation whose decision rights, planning cycles and team composition have been designed so that it can change direction within weeks rather than over an annual cycle, without needing a restructuring each time it does so.

Where agility in an agile organisation actually sits

The word agile is used loosely as a general synonym for speed. Used that way, it says nothing that can be acted on or measured. What changes in practice comes down to four specific things:

  • Where decisions are taken. A decision is taken where the information is, within a declared financial limit and a declared scope, instead of being referred upwards every time. The idea is close to decentralized management, in which the right to take a decision is attached to a position under a written rule.
  • The length of the planning cycle. Priorities are reviewed in short cycles. A budget locked for the whole year prevents redirection whatever the structure looks like, because the money cannot follow the new priority.
  • The unit of organisation. A team is built around a complete result, not around one step in a chain that hands its output to someone else. Each step in such a chain adds a handoff, a cost set out under job specialization. A divisional structure applies a related idea at the scale of the whole organisation, gathering the functions a product, market or region needs into one division.
  • The number of approval points. Every approval point adds time. Removing a single approval point does more for speed than any announcement about speed.

The span of control (نطاق الإشراف), meaning the number of subordinates who report to each manager, also bears on how quickly an agile organisation decides. A wide span produces a flat structure with fewer management layers and faster decisions, and a narrow span produces the opposite. Yet the number of layers is one of the things that slow a decision, not all of them, and of those things it is the one the span of control governs. Anyone looking for faster decisions should examine the span of control alongside where decisions are taken and how many approval points a decision passes through. The delay can sit in an approval point, or in an authority that was announced but never passed down, rather than in a management layer.

What an agile organisation is not

An agile organisation is not an organisation without structure. A team formed around a result needs clearer ownership, not vaguer ownership. Without that clarity, “nobody is stopping you” takes the place of “this is your decision”, and the two are not the same thing.

A self managed team shows what clear ownership looks like in one arrangement: the day to day operating decisions pass to the team as a unit, and what has passed to it is stated rather than assumed.

The term also does not mean that every kind of work suits this arrangement. Work governed by compliance, by safety or by a fixed sequence is managed for stability, and the agility of an organisation sits in other parts of it.

How an agile organisation differs from an agile workforce

An agile workforce (القوى العاملة المرنة) concerns how the team itself is built: a range of skills that allows an employee to be moved between priorities without a new hire, teams formed for a purpose and then dissolved, and a mix of contract types. An agile organisation concerns what surrounds that team: where decisions are taken, how long the planning cycle runs, and who holds the authority to move budget from one line to another.

Neither one substitutes for the other. A team with a range of skills cannot be redirected while priorities stay locked for a full year, and a budget that can be moved does no good if nobody in the team can do the new work.

Where an agile organisation sits among neighbouring structures and initiatives

  • A matrix organisation (التنظيم المصفوفي). It is a specific structure in which an employee reports to two lines at the same time, and it is used to gather specialisms around a product without permanent transfers. It is one option an organisation seeking agility may take, and it carries costs: more meetings, more people who have to be kept informed, and slower small decisions. Not every route to speed is fast in everything.
  • Organisation development (التطوير التنظيمي). It is a planned and continuing effort that works on structure, processes and behaviour together. Agility describes the intended state, while organisation development is the disciplined route towards it, through diagnosis, intervention and measurement.
  • Change management (إدارة التغيير). It is tied to a specific transformation with a beginning, an end and a measure of adoption. Moving to a more agile arrangement is a transformation of that kind, so it is measured by adoption, not by announcement.
  • The HR operating model (نموذج تشغيل الموارد البشرية). It concerns how the HR function itself is organised and who carries out each kind of HR work. It is a decision inside that function, not a description of the whole organisation.

What an agile organisation means for capacity planning

A short planning cycle means recalculating capacity planning (تخطيط القدرة) more than once a year. Each review of priorities moves work between teams, and the capacity each team needs changes with it. An organisation that announces short cycles but keeps its capacity calculation annual has left every review without a figure to rest on.

The test that separates an agile organisation in name from one in practice

Follow a single decision of a recurring type: moving an amount between two budget lines, or changing a team’s priority in the middle of a quarter. Count how many signatures it needed and how many days it took, and compare both figures with those from before the change. If neither number has moved, what changed was the titles. An authority that is announced as passed down, but still has to be approved each time it is used, has not been passed down.
