What the texts say
The mandate
The e-invoicing mandate covers every seller of goods or provider of services, not only those registered for General Sales Tax, except for activities that the Invoicing Affairs Instructions exempt under set conditions. A seller that is not registered issues an income invoice.
Since 1 April 2025
Mandatory application has been in force since 1 April 2025, with oversight steadily tightening.
Art. 6 · Instructions
For lawyers only
Article (6) of the Invoicing Affairs Instructions sets a mechanism for lawyers: a receipt for amounts collected, or any receipt voucher, is accepted in place of the invoice for every lawyer whose collected revenue does not exceed JOD 50,000 a year.
Above the ceiling
A lawyer whose collected revenue exceeds JOD 50,000 issues an invoice under Article (5) of Regulation No. (34) of 2019 within forty-five days of the date the ceiling is reached, and failure to comply brings the fines in Article (64) of the Income Tax Law.

7. Frequently asked questions

Does a law firm have to issue invoices through the National Invoicing System (JoFotara)?

The e-invoicing mandate covers every seller of goods or provider of services, not only those registered for General Sales Tax, except for activities that the Invoicing Affairs Instructions exempt under set conditions. If a business is not required to issue invoices, does that mean it pays no sales tax?

Not by itself. An exemption from the provisions of the Invoicing Regulation, where one applies, does not on its own exempt anyone from General Sales Tax or income tax, each of which has its own law. Check your tax position with your accountant.

How do I see the profit on one particular case in Qoyod?

Add the case as a project, link to it the sales and purchase invoices that belong to it, then open the income statement in advanced analysis and filter it by project. The project report shows the current year only, so choose the period in the income statement for a case that runs for years.

How do I record an expense the firm paid on a case?

Add the expense account in the chart of accounts, then record the expense on a purchase invoice, a simple invoice or a manual entry, and choose the case as the project in the additional information tab. The project name does not print on the invoice through a ready-made field, so add an additional field with its name or write it in the notes.

Can I record a client’s advance before I issue the invoice?

Yes. Record it as a client receipt with no invoice, and it stays unused until you allocate it to a sales invoice, so it is deducted from the total. A receipt cannot be edited after it is saved. Does Qoyod manage a fee agreement?

Qoyod has no direct feature for adding contracts. What you can do is enter the contract details in the project: the contract number, the start and end dates and the contract value, and link the invoices and expenses to it.

That completes the case’s numbers: its invoices, its expenses and its profit. That answers the first question.
