Phase 2 of e-invoicing is one of ZATCA’s most important requirements in Saudi Arabia. It mandates that businesses issue and store invoices in the certified XML format, integrate directly with the Fatoora platform through a unified API, and generate a QR code on every invoice. Rollout has happened in waves by revenue size, with new businesses onboarded every few months.

This calculator helps you measure how prepared your business is to comply with these requirements before your Phase 2 activation date. Answer four questions about your revenue, invoicing method, current status, and the technical support level of your system, you’ll instantly get a risk score out of 12, a readiness percentage out of 100%, and a clear next-step recommendation. The result is indicative and meant for guidance; the official compliance reference is ZATCA’s formal decision for your business.

What is the e-invoicing readiness checker?

It’s a free Qoyod tool that translates your current status into three readable outputs: a total risk score, a readiness percentage, and a readiness level (good / medium / high risk). The score is based on four key indicators that ZATCA uses to assess compliance: revenue size, invoice-issuance method, Phase 2 implementation status, and how well your system supports XML, QR, and direct integration.

Benefits of the Qoyod e-invoicing Readiness Checker

  • Instant visual assessment: You get the readiness percentage and risk score as soon as you select your answers, no waiting or email signup.
  • Actionable recommendation: Every result includes a written recommendation telling you the next step, whether adopting a new system, completing technical integration, or running a final review.
  • Aligned with ZATCA’s framework: The questions are grounded in the requirements of ZATCA, taking you straight to ZATCA-certified e-invoicing accounting software.
  • Focus on the gap: It pinpoints the axis lowering your readiness most (revenue, issuance method, implementation status, or the technical side) so you can focus where it matters.
  • Zero cost: A fully free tool inside the library of Qoyod Calculators designed to simplify accounting and compliance decisions for Saudi businesses.

How is the readiness percentage calculated?

Each answer gets a risk score from 1 to 3 (1 = low, 3 = high). The four scores are summed for a total risk score from 4 to 12, then converted to a readiness percentage using:

  • Readiness % = ((12 − risk score) ÷ 8) × 100%
  • Risk score ≤ 6: Good readiness, review the final integration and validate your invoices.
  • Risk score between 7 and 9: Medium risk, review system compatibility with XML and QR.
  • Risk score ≥ 10: High risk, start adopting a compliant system immediately.

The four established criteria are:

  • Annual taxable revenue: The higher the revenue, the earlier your wave on ZATCA’s compliance schedule.
  • Invoice-issuance method: the integrated accounting system Lowest risk, followed by basic tools, then manual issuance.
  • Phase 2 status: “Fully implemented” is the lowest risk, “Implementation in progress” is medium, “Not started yet” is the highest risk.
  • Technical support: XML support and full integration with the Fatoora platform via Qoyod’s integration with ZATCA drives risk to its lowest level.
